AREA FORESTER – TILLAMOOK

Position Title: Area Forester – Tillamook
Job Location: Lewis & Clark Timberlands, Gearhart, Oregon
Reports to: PNW Area Manager

Overall Responsibilities:
Supervise all aspects of forest silviculture, timber harvest and road maintenance activities to support the Tillamook county LCT operations in a manner that ensures client goals and objectives are met regarding financial returns, capital preservation, compliance, environmental stewardship and community relations.

Duties and Responsibilities:
• Administrative responsibilities include participating in the process for contracting with third-parties to perform timber harvest, engineering, silviculture and related services (prospectus preparation, identification of qualified/licensed contractors or consultants, bid analysis, negotiations, contract execution and compliance monitoring).
• Perform contract supervision (i.e., contractor compliance) of all vendor services. 
• Participate in the development and administration of operational contracts to complete timber harvest, road construction/maintenance, silviculture activities and environmental enhancement projects.
• Silviculture administrative responsibilities include but not limited to: reforestation, vegetation management, density management, animal damage control and forest health. 
• Collaborate on the development of and provide supervision for property security program, emergency response and wildfire suppression. 
• Actively participate in the local implementation and utilization of the Forest Management System (FMS). Provide information to GIS/Inv. Supervisor as needed to update maps with regard to new road construction and/or road class changes, road features, stand boundaries, inventory depletions, stream locations and stream classification.
• Monitor expenditures and production levels closely in order to comply with budget/forecast targets. Participate in the annual budgeting and monthly “Forward Look” processes, as needed.
• Ensure appropriate notifications, permits and easements have been obtained before field work begins.
• Maintain full and appropriate compliance with applicable Federal, State and Local regulations, Licensing Standards, Forest Practice laws, SFI Standards and Best Management Practices. 
• Maintain good communication and excellent working relationships with outside agencies and companies (Neighbor landowners, Department of Forestry, Department of Fish & Wildlife, Counties, etc.).
• Stay abreast of industry technology, trends, new regulations and laws; attend meetings/trainings, as necessary.
• Support and participate fully in local SFI program.
• Ensure that environmental or financial risk management reporting is conducted in a timely and professional manner to the PNW Area Manager and, if appropriate, local Safety Coordinator.
• Respond to internal and external information requests in conjunction with management and team members.
• Actively participate within the organization to ensure all timberland management investment services meet or exceed client commitments.
• Represent the company at all levels, maintaining positive public relations.
• Other duties as assigned.

Qualifications:
• A Bachelor of Science (BS) Degree in Forest Management, Forest Engineering, Forest Operations Management, or related Natural Resource Management discipline; and
• Minimum of five years of relevant work experience in the forest management industry or equivalent field; and 
• Minimum of two years of experience working with the Oregon Department of Forestry representatives administering the field application of the current Oregon Forest Practices Act.

Experience and Skill Set Requirements:
• Working knowledge of forestry operations and previous experience working with logging, forest roads and silviculture project implementation. 
• Must be self-motivated, ability to work independently and has exceptional organization/time management skills.
• Enjoys working with people including coworkers, regulators, public service sector, legal professionals and the general public.
• Must have planning, budgeting, and forecasting skills.
• Ability to prepare bid prospectus and negotiate and revise current contracts as necessary.
• Understanding of State, Federal, and Local regulations relating to natural resource management and worker safety. 
• Demonstrated competency with interpersonal skills.
• Good written and oral communication skills.
• Good computer and software application skills, especially MS Outlook, Excel and Word.
• Valid Driver’s License and good driving record.
• Ability to work in the outdoors over extremely rough, uneven terrain in all weather conditions required. 
• Ability to lift up to 50 pounds.
