Summary:
Under the general direction of the Manager, Watershed Operations, the Senior Supervisor Roads is a professional supervisory position which plans, schedules, directs and oversees road construction, deactivation and maintenance activities as part of the overall management of the Greater Victoria Water Supply Area lands to protect water quality.

Duties and Responsibilities:

  • Provides leadership, supervision, and professional and technical direction to the Watershed Protection Roads program, projects and initiatives.
  • Directly responsible for planning and implementing roads program activities and projects including overseeing resources and budget allocations, project timelines, priorities and scheduling.
  • Ensures other divisions, departments and contractors are notified of safety related matters specific to the road infrastructure within the Water Supply Area.
  • Responsible for the safe operation of quarries with the Water Supply Area.
  • Responsible for the danger tree control program, control of woody debris and other reservoir maintenance activities.
  • Provides supervision, leadership and direction to internal staff as well as administers external contracts providing oversight, direction and guidance. This includes oversight of heavy and light equipment for roads related projects in the watershed.
  • Oversees development of road layout and road rehabilitation prescriptions and design flow analyses.
  • Prepares, drafts, reviews and makes recommendations on operational plans and maintains environmental and financial control over assigned projects and programs.
  • Develops, assesses and prepares recommendations on water quality protection plans.
  • Develops site plans, standards, specifications and best management practices. Provides project reports and project summaries as required.
  • Responsible for overseeing expenditures relative to assigned plans and budgets and orders/purchasing of materials and supplies.
  • Responsible for the development and implementation of contracts and tenders in accordance with CRD policies and procedures.
  • Assists with the development, maintenance and implementation of the Division’s Operations Management System, Operating Plan, Annual Budget, Annual Report, specific to assigned responsibilities; assists with the development of program objectives and long range plans.
  • Ensures assigned operational activities adhere to wildfire and smoke management regulations. May serve as an alternate Fire Warden.
  • Supervises and provides project management, leadership and direction on assigned watershed emergency response activities; this includes coordinating work as well as providing supervision, leadership and direction to Integrated Water Services’ staff, CRD staff and/or external contractors and agencies.
  • Serves as a Watershed Emergency Duty Officer responding to emergencies and other work related duties outside of normal work hours.
  • Assists with maintenance of the Division's records, files and maps.
  • Liaises and coordinates with other Watershed Protection Senior Supervisors and Managers, Integrated Water Services staff as well as other CRD Service areas.
  • Assists with watershed tours and public presentations.
  • Performs weekend and other security/protection patrols and duties and carries out inspections as required.
  • Ensures all work is carried out in a manner that protects water quality as the prime objective. Notifies supervisor of environmental risks and takes immediate action where necessary.
  • Ensures assigned activities adhere to WorkSafe BC safety regulations and CRD safety policies and procedures.
  • Ensures that all work is performed safely and reports all unsafe work activities or conditions immediately to the Manager, and takes appropriate remedial action.
  • Ensures other CRD service areas, divisions and departments are notified on logistical and environmental related matters specific to operational activities within the Water Supply Area.
  • Follows all policies, procedures and standards of the CRD.
  • Performs other related duties as required.

Qualifications:

  • Degree in related discipline, such as natural resource or forest management, environmental sciences, biology or geography.
  • Registered Professional Forester (RPF) registered with the Association of BC Forest Professionals (ABCFP) preferred. Consideration may be given to a Registered Forest Technologist (RFT) registered with the ABCFP with extensive related experience, or a related professional designation with an equivalent combination of education and experience.
  • Five years relevant experience including two years at a senior professional level supervising direct reports including professionals, technicians, field staff and equipment operators in an operational watershed/forest management environment including experience in effectively organizing a multi-disciplined workforce.
  • Provides organizational, supervisory and technical expertise to ensure activities are carried out in accordance with regulations, policies, procedures and standards.
  • Demonstrated ability to effectively and proactively supervise and lead direct reports and indirect reports.
  • Advanced project management and administration skills with significant experience ensuring projects are completed successfully within timeframes and budget.
  • Ability to work effectively and cohesively in a team environment with managers, other supervisors and staff, and ability to deal effectively with interpersonal issues.
  • Demonstrated ability to establish and maintain collaborative relationships with internal and external stakeholders.
  • Demonstrated ability to handle multiple priorities and respond to deadlines within short timeframes.
  • Ability to prepare, interpret and analyze comprehensive technical reports and specifications.
  • Advanced knowledge of regulations and legislation including WorkSafe BC, federal, provincial and municipal environmental, forestry and mining legislation.
  • Knowledge of surveying equipment, GPS and map interpretation; four wheel drive vehicles and small engine equipment, small-scale harvesting techniques and equipment, application and limitations of heavy equipment.
  • Knowledge of and ability to use various computer word processing, spreadsheet and project scheduling programs, maintenance management programs and databases (e.g. MS Word, Excel, Outlook, SAP, ArcView and RoadEng).
  • Experience with wildfire protection at a supervisory level.
  • Experience developing, managing and implementing budgets in an operational environment.
  • BC Wildfire Management Branch Certification in: S-100 Fundamentals of Fire Fighting, Occupational First Aid - Level 1 and WHMIS Certification or must be willing to obtain.
  • Incident Command System Training- at the ICS 300 level or must be willing to obtain.
    Must be physically fit and able to perform a variety of heavy manual outdoor works in all types of weather conditions.
  • Must possess a valid BC Driver's Class 5 Licence.

Compensation

Salary: $38.00 per hour (2013 rate)
