POSITION PURPOSE:

The Environmental Health and Safety Manager manages the environmental health and safety program for the California operations of Green Diamond Resource Company (GDRCo) and California Redwood Company (CRC) to assure compliance with applicable environmental, Cal-OSHA and Federal OSHA regulations, laws and requirements.  The position is responsible for the application of all Company policies, practices and procedures.  Environmental duties include environmental monitoring, evaluating and updating any/all permit conditions, state and federal environmental laws and regulations including CRC/GDRCo environmental policies. Safety duties include the application of all Cal and Federal OSHA rules and regulations to assure safety compliance at all California operations. Manages, participated in, and administers the self-insured Worker’s Compensation program for the CA operations.  Works as a consultant to operations and provide effective leadership and direction to the safety and environmental objectives and goals for the GDRCo and CRC operations.

ESSENTIAL FUNCTIONS: (other duties may be assigned)

  • Environmental Compliance:  Assures that the Company complies with all local, state and federal environmental regulations.  Monitors all physical locations for compliance and improvement opportunities.  Assures all permits and records are current and valid with all permitting agencies.  Conducts effective investigations into environmental incidents such as: chemical spills, air and water quality issues, confined space.  This position must also work closely and effectively with GDRCo corporate counsel.  Maintains effective relationships with all agencies, compliance officers and inspectors.
  • Safety Compliance: Assures that the Company is in compliance with all OSHA and Cal-OSHA regulations as well as company policies, practices and procedures.  Monitors all physical locations for compliance and improvement opportunities.  Assures all permits and records are current and valid with all permitting agencies.  Maintains effective relationships with all agencies, compliance officers and inspectors.
  • Company Policies and Procedures:  Communicates all Company policies and procedures for compliance.  Administers policies and procedures in an equal manner.  Continually reviews and updates Company policies to reflect regulatory changes, changes in operations as necessary to support California management strategy, objectives and goals.
  • Professional knowledge and development: Maintains professional knowledge and professional certifications (Certified Safety Professional, ABIH certified as CIH (preferred) or CAIH, Water Operator I certificate) in the areas of environmental and safety laws, regulations and state of the art processes and procedures to achieve Company objectives and goals.
  • The incumbent will work with a diverse group of teams or individuals that will include regulations, contractors, lawyers, consultants and a wide variety of internal (CRC) resources.  A significant portion of the job duties and expectation for that position is that the position will spend the majority of hours actively engaged in the operations;  walking through the operations on a daily basis, working with supervisors and hourly employees to assure safety of the individuals and the operations.
  • This position will have significant work with state and local regulators in the areas of environmental and safety compliance.  The position will work closely with Human Resources, Legal, Accounting, environmental and safety consultants and Green Diamond Corporate employees.

Environmental Functions

  • Coordinate and assure all operations are in legal compliance by communicating compliance exceptions to responsible managers and corporate officials.
  • Pursue effective proactive compliance efforts to include pollution prevention planning.
  • Obtain environmental permits and negotiate with government agencies at various locations.
  • Assist Managers/Superintendents in the supervision or coordination of response to any environmental incidents or emergencies.
  • Manage environmental improvement capital projects, inactive property cleanup projects, and active operations cleanup projects.
  • Provide annual environmental compliance reports for Internal Audit and Legal Department.
  • Report regularly to the California Managers on environmental program progress and inactive property activity.
  • Provide annual environmental budgets for environmental expenditures, capital projects, and inactive property oversight/cleanup work.
  • Train managers, supervisors, and employees for operational understanding of current environmental laws and regulations.
  • Communicate reportable releases to the appropriate government agencies.
  • Serve as the company contact when government regulators are performing environmental compliance or enforcement audits.
  • Provide all required environmental reports for the Company as well as regulatory agencies.
  • Perform, or supervise, sampling as required for surface water, drinking water, contaminated soils, asbestos abatement, lead compounds, etc.
  • Supervise environmental contractors and consultants for all environmental work required on active and inactive properties in California. Provide contracts that will minimize company liability for this work.
  • Manage MSDS Database, control incoming materials to ensure all items onsite have current MSDS, receive new product requests and process for purchases.
  • Train and oversee responsible individuals at each site to respond to environmental spills, manage waste products, and reliably conduct environment testing as needed.

Safety Functions

  • Assures compliance with applicable Cal-OSHA and Federal OSHA safety regulations and Company policies This includes: responsibility for coordinating the documentation of the Company Compliance Training Program for mandated environmental and safety regulations written by the Federal and State Occupational Health and Safety Administration (OSHA), and other environmental agencies.
  • An informational resource for Departments, Operations Managers, worker compensation, facility safety committees, and other miscellaneous third-party liability matters.
  • Prepares, updates, and maintains the Timberlands and Manufacturing IIPP Programs as mandated by the State of California.
  • Works with outside consultants to improve safety performance and reduce incidents/injuries (sprain/strain program).
  • Be an active member and attend California Timberlands (CAT) and California Redwood Co (CRC) safety meetings at the facilities.
  • Reviews, updates, and prepares mandated written safety policies and programs, provide “train the trainer” sessions for Supervisors presenting the data to employee groups.  Coordinates with Human Resource to train managers, supervisors, and employees for operational understanding of current safety laws and regulations.
  • Conducts routine internal safety audits of the operations to insure day to day compliance of Company safety policies and procedures.  Serves as the company contact when government regulators are performing compliance or enforcement audits.
  • Provides follow up on Corporate Compliance report variances and other safety compliance commitments, (i.e., CA OSHA Consulting Agreement), to the responsible Company employee and documents completion of fixed variances.
  • Serves as the company contact when government regulators are performing safety compliance or enforcement audits.
  • Assists facility managers in the supervision or coordination of response to any safety related emergency.
  • Reports any accident(s) that require Cal-OSHA or Federal OSHA reporting in a timely manner.
  • Provides follow up on Corporate Compliance report variances and other safety compliance commitments, (i.e., CA OSHA Consulting Agreement), to the responsible Company employee and documents completion of fixed variances.
  • Assists in the coordination of training for mandated safety and environmental topics.
  • Assures annual OSHA log reporting, and California Corporate Compliance Training Program for safety area are in compliance. Ensures injury / illness reports are properly recorded on the California OSHA injury log.
  • Prepares and communicates the monthly safety report numbers as well as the California workers’ compensation cases and costs.
  • Provides resource information to Operations Managers for outside contractor use for training, as requested.
  • Monitors contract agreements for compliance with Federal, State and Company regulations with regard to safety. Takes active role in service agreements and contractor oversight to reduce company liability.
  • Works with supervisors and other company personnel to update training materials (LOTO, BBP, MSDS, etc.).

Workers Compensation Functions

  • Manages, participates in, and administers the CA workers’ compensation self-insurance program. This includes administration of the Early Intervention Program, accident investigation, issuing worker’s compensation paperwork when needed to employees, assuring the employer’s report of injury is filed, and working with the third party administrator in following case management of workers’ compensation matters.
  • Contributes to managing claim costs by working with the workers’ compensation administrator to assure regular personal contact, encouraging return to work.
  • Places incident reporting forms on server for review by company personnel for all locations.
  • Participates in claim investigation, denials, stipulation awards, compromise and release, vocational rehabilitation, reviewing and estimating case reserves, annual reporting to the state, a focus on reducing/eliminating ADA liability, medical management, and servicing our injured workers.  Case settlement requires an approval process.

KNOWLEDGE, SKILLS AND ABILITIES REQUIRED:

  • BA or BS degree in environmental science or related field such as industrial technology/safety or engineering degree.
  • Five years’ work experience in an industrial setting with environment health and safety responsibilities.
  • Hold Certified Safety Professional (CSP) designation or gain within 18 months.
  • HAZWOPER certification.
  • Certified Level I Water Treatment Operator.
  • Provides continual analysis and inspection of complex environmental and safety rules and regulations and provide effective and practical solutions to complex problems.
  • Effective and professional relationships with co-workers within immediate work group, outside the immediate department and with key contacts outside  the Company.
  • Effective and productive communication skills, the ability to speak well, communicating ideas clearly.  In addition, the incumbent must write well, clearly and concisely, be approachable, and open to discussion.
  • Strong organizational skills. Demonstrated self-starter takes on and completes work without prompting.
  • The incumbent must understand the federal and state requirements governing environmental and safety issues for industrial manufacturing.

DESIRED:

  • Experience in a logging, wood products, or lumber manufacturing setting in California.
  • Experience performing industrial hygiene work that includes environmental testing and application of regulations.
  • Proven ability/experience in working with and building effective relationships with state and federal regulators.
  • Project management experience with strong emphasis on technical knowledge and recognized “expert’ level training and experience.

PHYSICAL REQUIREMENTS/WORK ENVIRONMENT:

  • This position is located in the Korbel, CA Production office.
  • Normal office environment with moderate noise levels, occasional lifting of up to 25 lbs., regular walking sitting, bending, twisting, standing and reaching.
  • Occasional travel to various locations in the Northern CA operations requiring a vehicle and ability to drive.
  • Ability to tour logging operations, attend training, and company functions.
  • Ability to perform consistent work on a PC.
  • Must maintain punctual and regular attendance and present appropriate professional appearance at all times.
