CHINOOK COMMUNITY FOREST JOB POSITION: GENERAL MANAGER

BEGINNING DATE: Mid September 2017

Chinook Community Forest Background

In January 2015 the communities in and around Burns Lake, BC received a formal invitation from the provincial government to apply for a Community Forest Agreement with an AAC of 150,000 m3 per year for the first three yeas of operation, followed by 65,000 m3 per year for two years. The following proposed stakeholders came together to create the Chinook Community Forest in response to the provincial government offer:

- Burns Lake Band

- Cheslatta Carrier Nation

- Lake Babine Nation

- Nee Tahi Buhn Band

- Village of Burns Lake

- Skin Tyee Nation

- Wet’suwet’en First Nation

- Regional District of Bulkley-Nechako

Purpose:

This position is accountable for ensuring the proper management and financial success of the business and forestry operations of the Community Forest Agreement.

Position Summary:

Under the direction of the Chinook Community Forest Board of Directors, and the written goals and objectives of the CFA, the General Manager will act on behalf of the CFA to provide forest operations management services as outlined in this document.

Evaluation Criteria:

The successful candidate will demonstrate:

• An understanding of, and support for the Management Philosophy set out in the Community Forest Operations Plan

• A familiarity with, and understanding of Community Forestry

• Extensive experience in working with First Nations and comfortable with a culturally-based approach to forest protection and us

• A strong interest in and capacity for developing a long-term framework for sustainable, Ecosystem-based forest management

• An ability to provide adaptive management derived from monitoring the results of ongoing operational stages

• The ability to manage a team of contractors to coordinate mapping, engineering, road building services and supervise harvest work

• Demonstrated capacity for effective communications with MFLNRO

• Ability to work closely with a community board of directors: The Chinook Community Forest

• An understanding of and ability to work within the financial imitations of the scale of the Chinook Community Forest tenure to create a profitable enterprise

• A good understanding of equipment available and its suitability for the various activities to be undertaking in the CF operations

• The ability to develop and maintain an effect record-keeping system.

• Demonstrated competence in working with communities in open inclusive ways to incorporate the needs of the community in forest plans and operations

• Building effective relations with the community and potential partnerships in business transactions including contractors, employees, local governments and staff, provincial ministries and agencies

• Success in acquisition of grant and foundation funding to support the activities of the operation ie. grant writing

• The ability to develop effective relations in the community and partners in Community Forest business transactions inducing contractors, employees, local governments and staff, provincial ministries and agencies.

In addition, these skills will benefit the successful candidate:

✓ Registered or eligible for registration as an RPF or RFT with the Association of BC Forest Professionals

✓ Familiarity with local First Nations and the Lakes TSA

✓ Excellent communication skills, and the ability to hear from a range of interest groups and differing points of view.

✓ The ability to synthesize information in positive and proactive ways

✓ Understanding of value-added and niche forestry businesses

✓ An interest in emerging trends, innovations, and best practices in sustainable forestry

✓ A plan for the establishment and ongoing monitoring of sample plots within the CF tenure land base for determining forest heath and growth

✓ Minimum of 5 years working in BC Forest Management

✓ Excellent written and verbal skills

✓ High level of computer skills

✓ In good physical condition with a valid BC drivers license (class 5 minimum)

✓ The ability to create and maintain the CCF website

Evaluation Process:

Applicants in response to this job posting will be evaluated by the hiring committee of the CCF. The CCF will then prepare a shortlist of candidates who will be invited for an interview. 

Compensation

Compensation will be based on the candidate’s experience, compatibility with the Chinook Community
Forest management philosophy and comparison with other similar sized Community Forest operations
in the province.
